Minimum Entry Requirements

In order to register for the Programme / Examination, the candidate:

  • must be at least 18 years of age; and
  • should preferably be engaged in financial services activities; and
  • must have successfully completed the SCI Certification in General Insurance (CGI) examinations, by having passes in the Basic Insurance Concepts and Principles (BCP), Personal General Insurance (PGI) and Commercial General Insurance (ComGI) examinations; or any qualification deemed equivalent and acceptable by SCI;
  • and should satisfy any ONE of the following:
    (i) should possess a minimum of 10 years of formal education; or
    (ii) should have obtained any academic qualification deemed equivalent and acceptable by SCI; or
    (iii) should have successfully attained any one of the SCI Advanced Certificates; or
    (iv) should possess at least two years of work experience in the insurance industry

Continuing Professional Development Requirements

The holder of the "Dip SCI (GI & RM)" must fulfil a Continuing Professional Development (CPD) requirement of 30 hours every two (2) years after the year of attaining the respective designation. If the holder attains the designation in the current year, the reporting period will be for two immediate succeeding years. The CPD hours earned per reporting period must be derived from educational activities in acceptable subject-matter areas (relating to general insurance, reinsurance, risk management or regulatory changes affecting the general insurance industry) as follows: -

2 Attending any seminar, workshop or conference organised by the General Insurance Association of Singapore (GIA), Singapore Insurance Brokers' Association (SIBA), Singapore Reinsurers' Association (SRA), any other recognised trade association or professional body, or the designation holder's own company. 1 CPD hour for 1 hour of activity attended.
3 Conducting any lecture or training course for SCI or any other recognised institution or professional body. 3 CPD hours for 1 hour of training for each initial run of the programme. 1 CPD hour for 1 hour of training for any subsequent session.
4 Passing any relevant examination of a programme (such as DGIRM / ADGIRM programme) offered by SCI through self-study (without attending any tutorial). CPD hours based on the time duration for the relevant examination, plus tutorial hours to be counted once only, upon passing the examination, capped at 8 CPD hours per module or subject passed (as specified by GIA).

In addition, the CPD acceptable activities are also those listed by the GIA on its website at: http://www.gia.org.sg/pdfs/training_activities.pdf are also acceptable.

The CPD hours must not include break periods. The designation holder is solely responsible for keeping proper records of relevant supporting documentary evidence, such as attendance certificates, certified letters, certified statements and examination result slips, in respect of such relevant activities as specified above.

If the Dip SCI (GI & RM) holder did not fulfil this requirement, he /she will not be allowed to use the designation till the required CPD hours have been fulfilled accordingly for every two years period.

Grievance Procedure / Dispute Resolution

The SCI is committed to providing prompt and efficient channels for candidates to seek resolution for their dispute and grievance. A candidate’s dispute or grievance may arise from any experience aspect at SCI which the candidate believes to be unfair, unjust or unreasonable. The SCI’s policies and procedures will take precedence over the dispute and grievance process. A candidate who is seeking dispute or grievance resolution must follow the 3-step Dispute and Grievance Resolution Process as outlined below. Each step must be completed before going to the next step.

STEP 1

Send an e-mail to Officer-In-Charge of the Programme via talk2us@scidomain.org.sg. The e-mail will be acknowledged within 3 working days. The Officer-In-Charge will investigate the dispute or grievance and provide a resolution to the candidate within 20 working days from date of receipt of the e-mail. SCI will make an effort to seek resolution at operational level. In all correspondence with SCI, the candidate must provide the following contact information:

  • Full Name (as in NRIC);
  • Student ID (as assigned by the SCI);
  • Contact Number: Office & Mobile; and
  • Programme Title & Modules/Subjects.

STEP 2

In the event that the resolution rendered is not resolved or unsatisfactory, the candidate may escalate the dispute or grievance to the Head of Department (HOD). The HOD will investigate the dispute or grievance and will provide a resolution to the candidate within 5 working days from date of appeal.

STEP 3

If a mutually amicable resolution cannot be found, the candidate may file an appeal with the SCI’s Chief Executive. The Chief Executive will investigate the dispute or grievance from an independent perspective, and will work with the SCI’s Senior Management to offer a resolution within 5 working days from the date of appeal to the Chief Executive.

In the event that the candidate and SCI are unable to resolve the dispute or grievance amicably, either party may approach the CPE’s Student Services Centre (SSC) for help. The officers at the SSC will review the issues and may refer the dispute to the CPE Mediation-Arbitration Scheme. If the dispute is not resolved through mediation at the Singapore Mediation Centre, the dispute will be referred for arbitration by an arbitrator appointed by the Singapore Institute of Arbitrators.

"When I first joined MSIG in 2008, I had mainly a legal background with a basic knowledge of insurance operations. The ADGIRM course enabled me to quickly learn and apply many key considerations which had to be taken into account when making decisions in an insurance company. "I am an IT Consultant handling IT Projects for insurance companies, and my role involves IT System Implementation and Project Management. In my role, it is very crucial to understand insurance, requirements of customers, and to provide appropriate solutions to them.

Since I am working with customers from insurance companies, I need to understand the practical aspects of their company operations. The DGIRM / ADGIRM Programme has enabled me to understand the insurance practices better. It has given me a very good insight in insurance underwriting and claims practices, among others. "I would like to take this opportunity to extend my sincere gratitude to SCI's dedicated staff, like Mr Chan Tuck Wah, who has been very professional and helpful in providing me very useful advice on how to go about taking the ADGRIM qualification and applying for ACII accreditation.

I am able to attain this ACII designation in only one year's time, thanks to SCI's structured and systematic ADGIRM course. I took all the papers required for DGIRM (not in particular orders), except for only one paper which I did not take, because I have achieved the required 290 credits for the ACII qualification of The Chartered Insurance Institute (CII), United Kingdom. I took the SCI exams and CII exams concurrently. It was tough and required strict discipline and perseverance, but it was all worth the effort. Thanks to SCI and my current employer's support, I was able to attain four distinctions from the SCI's examinations.

"Before I joined in the insurance industry at the end of year 2009, I was an Electrical & Mechanical Engineer in the laser industry. Obviously, there was a big difference between these two industries. The SCI DGIRM / ADGIRM Programme (self-study) provided me with a good chance to learn and enhance my insurance knowledge from the very beginning. It also gave me a broad view on the entire insurance industry from underwriting to claims management, as well as from general insurance company operations to legal aspect aspects of insurance. It has been a great help to my career development with my current employer, Asia Capital Reinsurance Group Pte Ltd. I was a fresh graduate of the Diploma of Banking & Financial Services in the year of 2007. I started working as a Customer Service Representative in the insurance industry. After three years of working experience, I was promoted to Assistance Underwriter.

In June 2008, the Singapore College of Insurance (SCI) launched the Diploma / Advanced Diploma in General Insurance and Risk Management (DGIRM / ADGIRM) Programme (self-study programme) accredited by The Chartered Insurance Institute (CII) in the United Kingdom. I was delighted that the qualifications awarded by this Programme could accelerate my attainment of the ACII designation. Though it was tough juggling between work and study, all it required was strict discipline, motivation and perseverance. However, it was worth the effort as it had equipped me with the insightful knowledge on better understanding of the overview of the insurance operations, covering proposal underwriting, policy servicing, claims handling, and others relevant to my work.

I started working in Singapore insurance industry in 2010, after having work experience from the India Insurance sector.

I was new to the specific local insurance products and general practices of the insurance industry in Singapore. My entire guidance came from the textbooks of the Singapore College of Insurance (SCI).

After clearing the initial examinations of BCP, PGI, ComGI and HI as mandatory requirements, I got in touch with Mr Chan Tuck Wah of the SCI to guide me further on my professional education advancement. Under his mentorship, I cleared the Advanced Diploma in General Insurance and Risk Management (ADGIRM) from the SCI in 2011, and subsequently achieved the ACII qualification from The Chartered Insurance Institute (CII), United Kingdom, in 2013. Clearing these examination papers at such fast pace along with a full-time job was only possible owing to much encouragement and support from Mr Chan and his colleagues at the SCI. Also, I could apply my technical knowledge learnt through the textbooks during my job. I realised that I was able to achieve the desired outcome for the various tasks at my job owing to my upgraded technical know-how.

I am highly indebted to the SCI for guiding me on my professional growth path and having continued engagement with professionals like me, to contribute back to the growing demands of Singapore Insurance Industry.

Appeal On Academic Matters

Diploma in General Insurance and Risk Management (DGIRM) - Self-Study

Appeal Procedure

The candidate may initiate an appeal process relating to examination conduct matters if he is not satisfied with the examination results. This is a review of the original marking to ensure that the agreed mark scheme has been applied correctly. The SCI aims to provide the outcome within 30 days of receipt of such request.

A fee of S$216.00 (inclusive of prevailing GST rate) is payable for this service and is refundable if the review results in a pass. If the candidate has booked a resit for the same module examination and the review results in a pass, before resitting the examination, only the prepaid examination fee for this module will be refunded.

Please write to talk2us@scidomain.org.sg to request for the ‘Appeal Form’. This form must be completed and submitted together with the required fee before the process can commence and must be submitted to the SCI within 14 working days from the release of the results. The appeal result is final and no further correspondence will be entertained.

I - EXEMPTION POLICY

  1. A non-refundable administration fee of S$54.00 (inclusive of prevailing GST rate) is payable for each application submitted. The application will not be processed if the processing fee is not paid in full and the supporting documentary evidence is not submitted to SCI within 5 working days from the date of application.
  2. Upon successful application, the applicant will be notified by post and an exemption fee of S$216.00 (inclusive of prevailing GST rate) per exempted module becomes payable within 30 days from the date of approval by SCI. If this required payment is not fully made by this period, the exemption to be granted will not be valid and the applicant will have to re-apply for the exemption as a fresh application.
  3. As a requirement, a candidate taking the DGIRM Programme must register and pass the examination module Legal Aspects of Insurance, in order to complete the programme. For any candidate with a law degree and studied the insurance law as a subject during his undergraduate years, he may apply for exemption from Legal Aspects of Insurance module, subject to the consideration and approval of SCI, which in its absolute discretion shall decide.
  4. A candidate can apply for exemption at any stage during his study. However, there will not be any fee refund for any study text already purchased or examination already registered for.
  5. For such candidate who wishes to achieve the respective DGIRM qualification, the number of exemptions to be granted, if applicable, shall not be more than 2 modules at the Diploma level subject to the consideration and approval of SCI, which in its absolute discretion shall decide.

Note: Please note that, in respect of the Diploma level, no such certificate or diploma will be awarded if the candidate does not sit and pass at least 50% of the total number of examination modules relating to that particular level, and not counting the examination passes or exemptions of modules at the Certificate level.

II - INSTRUCTIONS TO APPLICANTS

Requirements To Qualify For DGIRM Module Exemption

  1. The syllabi and/or the learning outcomes of the qualification or its examination(s) must match that of the current SCI DGIRM/ADGIRM. In addition, the assessment method of the qualification or its examination(s) must be of a similar standard, scope and rigour to the SCI DGIRM/ADGIRM examination(s).
  2. The qualification must not be obtained more than 10 years from the date of application for exemption.
  3. The qualification has been awarded by a recognised institution or professional body.
  4. The qualification is of an equivalent or of a higher academic standard than that of the SCI qualification.
  5. The qualification obtained must be by taking an examination and not by exemption or transfer of credit from a course or programme previously taken.
  6. Partial qualification obtained from any other institution or professional body will not be considered for exemption. The SCI will not entertain any enquiry or appeal in this respect.

Note: However, in cases where candidates may have been granted exemptions by SCI for certain DGIRM modules, The Chartered Insurance Institute (CII) may exercise its right to review the merits of each case based on its prevailing Recognition of Prior Learning policy.
